Rastafari man files complaint against police for violation of Human Rights

A criminal complaint for violation of fundamental rights against Carabineros is what Daniel Serey filed a few days ago, a man from Maipú, father of the family who professes the faith Rastafari, who in mid-May and due to the state of constitutional exception that governs the country due to the health crisis, was violently approached by police and military personnel; detained at gunpoint, beaten and discriminated during all that process.

According to the affected person in the testimony that was presented before the court by the lawyer of the National Institute of Human Rights (INDH) who bears Serey's cause, the facts happened the past 22 of May, to 11 in the morning outside his house, in the Maipú commune, when the forces of order proceeded in an "invasive and arrogant" way against him for not having the required safe-conduct to go buy fruit at the fair, the one that is less than 20 meters away from your home.

After struggling with 5 Carabineros officials and 3 military, a Congrats, as it is called by the Rastafari Community, they ordered him to drop to the ground being targeted by one of the Army officers. Once on the floor and after being unconscious by suffocation for a few minutes, a carabineer woman struck him twice with his foot, one of them on the head. He was dragged into the police vehicle, constantly handcuffed and violated throughout the journey to the 52nd Maipú Police Station.

The text notes that while they beat him and pulled his dreadlocks (Rastafari hair considered symbolic and sacred by those who wear it), simultaneously "officials insulted him with expressions such as: “rasta culiao”, “fucking pig”, “these culiaos must be beaten because they are pure volaos culiaos”, “we are going to cut his hair to see how it looks”, among other offenses and threats ”.

Such was the magnitude of beatings he received during that journey, that once at the police station the victim was dragged out of the dizzy car, stunned and "practically unable to move". But the abuse of power did not end there. As the story continues, while he was in the dungeon, the insults and humiliations lasted for the three hours that - he declares- was in place: “This filthy rasta culiao has the coronavirus, let's let him die, nasty”; It was the mother shell snap”, “the culiao dog”, “hippie culiao”, “they are pure fucking bums”, he also received threats like I'm going to cut your mother's hair, why did you scream, because your neighbors came out, thank you for not having pepper spray, because otherwise I would have thrown even your mom”.

Daniel Serey contacted the NHRI, institution that appointed a lawyer to file the criminal complaint for violation of fundamental rights against two of the officials who were identified; against Carabineros and all who are responsible.
